India's government has ordered the disconnection over 51,000 telephonenumbers of subscribers who had not registered as a telemarketer but werecarrying out telemarketing activities.Notices have been served on nearly 88,300 subscribers who have carried outsimilar violations.Government is aware that calls and SMSs are being sent by subscribers,without registering with TRAI as a telemarketer, by using normal telephoneconnections having numbers, other than the '140' number series allotted toregistered telemarketers.In a written answer to the Rajya Sabha, Minister of State for Communications& Information Technology Shri Milind Deora said that from the complaints'data received from Service Providers, it was seen that the majority ofcomplaints of Unsolicited Commercial Communications are sent by telecomsubscribers who were not registered as a telemarketer.The move is expected to help clamp down on SMS Spam, which is a growingproblem in the country.

Airtel Africa is to establish a Farmer's Information System, which willenable women farmers to access real time information related to weather, changesto the policy environment (such as taxation and regulation), available supportservices- as well as other areas.In addition, Airtel will also offer Internet protocol messaging services andclosed user groups.This follows a memorandum of understanding signed between the UN Women (TheUnited Nations entity for gender equality and the empowerment of women) andAirtel Africa.UN Women will identify the farmers to be covered under this initiative,whilst Airtel will package and deliver the appropriate mobile services for them.Christine Musisi, UN Women's Regional Programme Director for the East &Horn of Africa, said: "This exciting new partnership will use the power ofmobile telecommunications to engage and empower women in rural and urban areas.Working with Airtel, UN Women can reach entrepreneurs faster, throughcommunications platforms as they already own mobile phones. Increasingly, boththe public and private sectors recognize that empowering women is smarteconomics, and that women must be brought to the heart of Africa'sdevelopment."The agreement is slated to last for two years, after which it will bereviewed.
Qatar Telecom (Qtel) will take advantage of the upcoming stock market listingof the Iraqi mobile network, Asiacell to raise its existing holding in thecompany, a stock exchange official has told Reuters.Qtel currently owns just under 54% of the Iraqi mobile network, which isitself about to list 25% of its shares on the Baghdad stock market in a movethat will raise around US$1.3 billion for the compamny.Although Asiacell is required to list its shares on the stock market as acondition of its operating license, there has been some ambiguity about which ofthe current shareholders is selling their stake, or if this would be dilutingtheir existing holdings through a fresh placement of shares.Layth Sulaiman, head of the ISX board of governors, told Reuters thathe understood Qtel would not reduce its stake in Asiacell through the offer.The shares will be listed from this Sunday in what is one of the largestshare offerings in the region for several years.
