The AIDS infection rate among young South Africans have dipped slightly and overall infection rates appear to be stabilizing, according to figures released with the health ministry Monday.Health Minister Manto Tshabalala-Msimang said a report showed that the infection rate for pregnant mothers below the age of 20 had decreased from 18 to 15.4 percent between 1998 and 2000.Stigma up against the disease runs high in Africa, however, and many people won't take HIV tests, making a precise count difficult.Infection rates among expecting mothers are used as a gauge because they're tested for HIV once they come to the hospital to give birth.Some 4.7 million South Africans, one out of nine, are HIV positive, more people than any other country on the globe.Tshabalala-Msimang, who released a national study HIV, said that the figure of four.7 million people has remained basically stable since 2000.The minister credited the government's AIDS-prevention program for bringing down the number of new AIDS cases, but critics say that until recently the government's policies hampered efforts to combat the disease's spread.In April, the us government announced a more aggressive approach toward tackling the pandemic.But Monday's news had not been all encouraging. The prevalence of HIV among women over 30 did actually rise slightly.Of women between 30 and 34, the issue rate stood at 25.6 percent last year compared with 23.3 % in 2000. The increase was more dramatic ladies between the ages of 35 and 39, who 19.3 percent were infected in 2001, up from 15.8 percent in 2000, the analysis said. Latest research by, Mark Major, a Benetton spokesman, defended the campaign during an appearance on CBS News Early Show. At the time, he said, "This campaign is around capital punishment. We decided to move forward with it, just about capital punishment. The situation wasn't whether these guys have inked horrendous crimes. They have. I do think most of us would realize that if they are on death row."The ads, which began appearing in magazines and on billboards last month, feature portraits of yank death row inmates imprisonment uniforms over the words, "Sentenced to Death." And San Francisco's marina district -- a high-priced neighborhood built on landfill -- saw significant damage from your quake that hit there in 1989.San francisco bay area engineer Peter Yanev, just away from surveying the quake damage in Turkey, claims that some of the high-rise buildings in Taiwan have so-called soft stories, or floors, greatly compounding the situation."We call that a soft-story building," he explains. "It's all wide-open, breezeways, conference rooms like in hotels, et cetera. So unfortunately, several buildings tend to be weak right at worst spot -- at the bottom."And they become top-heavy, says La structural engineer Nabih Youssef. Once the spindly columns crack or fail, they will will in a large magnitude earthquake, then this building limps and starts to transfer to overturning and toppling.Youssef's firm uses computer simulations to help you retrofit older buildings prone to falling. He estimates that one-third with the older buildings in downtown Los Angeles -- similar to those in Taiwan with soft-story construction -- could face heavy damage inside a major quake. "We can have similar happenings inside our inventory of older buildings," he admits that. "1930s, '40s, vintage '50s buildings are susceptible to that exact catastrophic failure."But engineers say Taiwan's problems were compounded even more by outdated building codes Twenty years behind U.S. seismic standards. In addition they cite the absence of any program to retrofit fine old buildings to the quake safety standards -- precisely the same buildings that claimed numerous lives this week.

"He was impressed by it as much as everybody else," says the attorney.When Meg Bakich got the letter that informed her of her sister's death, what experienced her mind?"Well," she replies, "the first words from my mouth were: 'Oh, my God. He killed her.' In public, he was wonderful and would say nice things about her. But behind closed doors, he was an angry, angry man with a lot of rage."Linda and Mark were married in a church in 1987. The militant Islamic group Hamas threatened Tuesday to fight Israel if the United States attacks Iraq. Hundreds of Palestinian high school and university students, meanwhile, marched simply Iraq through the West Bank area of Bethlehem, burning U.S. and Israeli flags and shouting "Saddam, we'd like the chemicals!" and "Beloved Saddam, hit Tel Aviv!" Palestinian police set up human barricades to block the marchers from reaching an Israeli army roadblock. The leaflet, given to news organizations in Gaza along with the West Bank town of Ramallah, was signed with the military wing of Hamas. "We will not stand with our hands tied when the people of Iraq along with the children of Iraq or any other peaceful Arab folks are subject to American military aggression," it said. "We shall react to that in our own way, which is by striking deep into the Zionist entity. " The most recent Hamas attack against Israel came Sept. 4, when eight people, including three suicide bombers, died within a bombing on a pedestrian mall in Jerusalem. Eighteen people, including two bombers, died in another attack in Jerusalem on July 30. Sheik Ahmed Yassin, the group's spiritual leader, denied familiarity with the leaflet.
